A carcinoma is considered to be primary if it originated from the site which forms the basis for the claim. For example, a cancer that originated in the lung is a primary lung cancer. However, a cancer that originated in the pancreas and spread to the lung is a primary pancreatic cancer metastatic to the lung and not a primary lung cancer. The pathology submitted with the claim must reflect a primary site that is consistent with the claim's disease level.
